
Washington State Bail Bond Recovery Agent Training Requirements
Requirements
All bail bond recovery agents must be:
- at least 21 years old.
- a United States citizen or resident alien.
To qualify for a license, you must
- have no criminal convictions that directly relate to your ability to perform the duties
of a bail bond recovery agent or hinder public safety.
- have a high school diploma, GED, or proof of 3 years' experience in the bail industry.
- complete the bail bond recovery agent training requirements.
- take and pass an examination covering the training topics. Examinations are scheduled
within 3 weeks of receipt of a paid application at the location you choose on the
application.
Applicants must take the following training prior to application for a
Washington State Bail Bond Recovery Agent license:
Civil & Criminal Law
This training may be achieved through public or private
instruction or self-study and must include the following topics:
- State statutes relating to bail regulations
- Constitutional law
- Procedures for surrendering defendants into custody
- Procedures for exoneration
- Civil liability
- Civil rights of persons who are detained in custody
- Basic principles of identifying and locating defendants to include public records and
confidentially, and surveillance
- Contracts
- Powers of a bail bond recovery agent.

Field Operations - New 2009 Requirements
Washington State RCW 18.185.260
(1) The director shall adopt rules establishing pre-license training and
testing requirements for bail bond recovery agents, which shall include no less
than thirty-two hours of field operations classes. The director may establish,
by rule, continuing education and recertification requirements for bail bond
recovery agents.
This training can be achieved through public or private
instruction and must include the following training and certifications:
- Training in use of force and degrees of force, including verbal
- Safety techniques
- Entering and searching buildings
- The custody and transportation of prisoners including persons who are violent,
emotionally disturbed or under the influence of alcohol, or drugs
- Defensive tactics
- Application of restraints/handcuffing procedures;

Weapons Training
Proof of training certification must be provided for each
of these tools:
- Taser X/M26
- Baton either expandable, straight stick, or side handle
- Oleo capsicum resin sprays or foams.
Bail Bond Recovery Agent Examination
All bail bond recovery agent applicants must take and pass
an examination demonstrating their knowledge and proficiency in all of the training
requirements.
- The examination is a 50-question, multiple-choice test.
- Applicants must correctly answer 35 questions to pass the exam.
- Exams are scheduled after receiving the bail bond recovery agent license or endorsement
application.
- Exams may be taken at various Department of Licensing, Licensing Services Offices
throughout the state
